I did a little bit of reading.
It was probably made by someone called "Ramona."
Based on what these locals can do, it's way past them.
And it's not likely the Mayor or this Mother Superior.
And I don't care how powerful she is, Sodder is a kid.

So this lady called Ramona makes sense. Don't know much about her. And I'm pretty sure the Mayor can screw with it. I know Mother Superior can.

It's too bad. Knowing the person who creates something explains a lot about the creation.

You should probably ask him if you want more about her.
The little I gathered tells me that most people don't really have much of a clue who she really is.
