I did a little bit of reading. It was probably made by someone called "Ramona." Based on what these locals can do, it's way past them. And it's not likely the Mayor or this Mother Superior. And I don't care how powerful she is, Sodder is a kid.
So this lady called Ramona makes sense. Don't know much about her. And I'm pretty sure the Mayor can screw with it. I know Mother Superior can.
